A floor plan of the 1989 proposal

The R.C. Icabone Swimming Pool was showing signs of wear after 23-years of operation.  (It was designed to last 25-30 years.)  An idea was presented to provided much needed repairs to the facility and create an indoor, year-round facility.

The Cañon City Area Recreation and Park District proposed a $1.925 million bond to build a recreation center at the current site of the R.C. Icabone Swimming Pool.  The issue was spearheaded by a group of citizens known as the SPLASH Committee.  This would have increased the mill levy by 3.25 mills.  The remodeled facility would have left the basic design of the Icabone Pool but renovated it, added a shallower leisure pool and water slide, added a multipurpose room, a kitchen, a childcare room, and left room for a small addition in the future.  The entire facility would be indoors.

On election day a total of 3,686 voters participated in the special election, and it failed 2,475 to 1,211 - 67% voting no, and 33% voting yes.
